Recover Trezor Wallet on Software Client without hardware

What is the way to recover a wallet that was set up using Trezor Suite and Trezor One with 24 words seed and passphrase on a software client?
I mean a situation when you don’t have an access to hardware Trezor.
What software wallets can be used in such situation? I can’t imagine that only with hardware Trezor you can recover such wallet.
